Brian Fischer, a certified public accountant and expert in managed-care finances, has thrived during his 25 years in healthcare management. He has extensive insight into developing, evaluating and operating Medicaid, Medicare and commercial managed care organizations and contributed to the award and start-up of numerous health plan ventures and the evaluation and acquisition/sale of multiple health plans. His financial finesse includes the oversight of Medicaid and Medicaid/Medicare (dually eligible) health plan operation in more than 12 states with annual premium revenues in excess of $5 billion.
Before coming to Equality Health, Brian worked at Daraja Enterprises, Inc. for seven years where he focused on financial management and evaluating plan financial performance for managed care organizations and their sponsoring organizations. Previously, he served as chief financial officer for Aetna Medicaid (formerly Schaller Anderson) and directed the financial operation of health plans in multiple states. Responsibilities included financial analysis and reporting, contract review and negotiation, business development support, and client management with regulators, health plan sponsors and other external parties.
Brian honed his start-up experience when he was chief executive officer and chief financial officer for Maryland Physicians Care, a provider-sponsored Medicaid plan managed by Schaller Anderson. This positioned him to lead start-up activities of the health plan and negotiations with additional plan sponsors that involved client and regulatory communications, health plan operations and coordination of centralized services provided by Schaller Anderson. His responsibilities included rate negotiations, budgeting/planning, cash management, business development and provider/vendor contract negotiations.
Brian graduated from University of Nebraska-Lincoln with a bachelor’s degree in accounting. He has served as the chief financial officer for Community Partnership of Southern Arizona, a start-up Medicaid behavioral health plan in Tucson, Arizona servicing southern Arizona; and he has held financial management roles with Cigna HealthCare of Arizona and Arizona Physicians IPA, Inc. He currently volunteers as a guide to vision-impaired runners for Achilles Greater Phoenix, an international organization for endurance athletes with disabilities.
